If we are planning on a Discovery Process to monitor DHCP logs and
always report all sets discovered then we probably don't need a "Trigger
Discovery device" which would keep things simple. The Discovery process
wouldn't take up much resources so could be running all the time
(waiting for new devices to appear).

        This is fine in the discovery of devices that have a dynamic IP
address. What about the ones set up statically? I suppose if someone's
gone to the hassle of configuring the device statically they would
expect to have to add the  device to sipXconfig. The only way we could
really discover static configured devices would be to ARP the whole
subnet, which if we went down that route, we would obviously want a
trigger mechanism to start it.
