I think that the 20 seconds was the 'Default Serial Fork Expiration' kicking in 
in the absence of any explicit Expires directive.  

The other problem is that there seems to be an upper bound to the expires we 
can specify for any fork.  Basically, if you set a very large Expires for 
gateways then you'll run into the 180 seconds maximum imposed by the 'Default 
Expiration' setting.

Kinda caught between a rock and a hard place...
