sipXivr is supposed to handle but you may have to localize some
resource files.  Study the TextToPrompts.java set of source files in:

https://github.com/dhubler/sipxecs/tree/master-4.2/sipXcommons/src/main/java/org/sipfoundry/commons/freeswitch

There is no known documentation AFAIK, just folklore that it is
possible.  Please consider creating some documentation on this in the
wiki under page
 http://wiki.sipfoundry.org/display/sipXecs/Localization
when you figure it out.
