To know for sure, you'll have to do a proper call trace of a failed
call.

But a few hours later today, someone reported that Grandstream gateways
are buggy in that they use the To URI to make the outgoing call, rather
than the request-URI.  And a forwarded call always has the To URI
different from the request-URI; the To URI is the number originally
called and the request-URI is the number to which the call was
forwarded.
