I'm the one who posted re Grandstream gateways using the To-URI rather
than the Request-URI in the invite message.  I've filed a support
request with Grandstream seeking confirmation/resolution but I have
limited expectations.  

I suspect you may be seeing the same problem. 

In the meantime, you may be able to use the dialplan (and its limited
transformation funtionality) in the gateway to manipulate the To-URI to
your needs.  This is what I wound up having to do.
