sipXecs has a configuration setting to specify the number of digits in
an extension.  (Although I can't find this setting in the GUI any more.
Any idea where it is hidden?)  This setting is used in several places.
The ones that I know of are:  1) When the Auto-Attendant accepts an
extension number to which to transfer.  2) When matching the 8xxx
extension which sends a call directly to extension xxx's voicemail.

However, there is no cross-checking (that I can see) between the
extensions (users) that are created and the number of digits setting.
This makes it possible to mess things up nicely.  For example, I can
define an extension 8123 even when the digits setting is 3.  Then nobody
can dial ext. 8123 -- the call is always sent directly to ext. 123's
voicemail.

The problem is even messier because we always have valid extensions that
don't have the specified number of digits:  0, superadmin, and any
user-name based aliases.

It seems like we should be checking that extensions, or at least,
extensions that are all digits, match the specification.
