Your ISO is probably old. The requirement has been loosened up after listening to feedback from the list.
Here is the current restriction: It is needed for generating a default p-asserted-identity header. If you dont specify a user name and select "default asserted identity", the header cannot (and will not) be constructed. In other words, if you want to generate a default asserted identity header, you need it. If you want to register on initialization, it is mandatory. Otherwise it is not mandatory any longer. You should be aware that without p-a-i you will not be able to do anonymous calling and without p-a-i your from header should be in a format expected by your ITSP. Hope this answers your question.
