That is normal - the distributed system does not run sipXconfig, so it
has no direct management interface.

That guide is obsolete with version 4.

How did you configure your phones?  It sounds like you may not have
registered them correctly to the SIP domain of your cluster.

Also, look in the sipregistrar log for errors relating to
syncronization.
