In my testing I have found that linksys, dlink and a few other "SMB" firewall 
routers that have QOS features are session based QOS devices and not packet QOS 
devices.

What I mean is that bandwidth reservations are applied at the time the session 
is created.  So for example, if a user started a really large download duing a 
"no call period", it will not be restricted because there is no established 
voice session running through the firewall.

If the call is established first, and start a download then the download is 
properly restricted.  

So smb routers have not been very useful.  I've also tried pfSense with the 
same results.

I just found Edge2WAN...looks interesting the price isn't super high....I  will 
also check out untangle.
