He needs to remove the moh from the phones, test without a hunt group, then ask for assistance on how to properly setup the hunt group. I've never seen an issue with tgis except for a hunt group config that "would_never_work" because of a lack of understanding on how it should be constructed. Can you break that down into simple steps? How do you get to providing MoH while phones are ringing? What phones are you using?
