Yes after much testing i believe the 3.2.2 would be my recommendation for 
Sipxecs 4.2.X 
3.1.3 has inbound calling issues as well as zero support for LLDP. 
3.2.3 is just unusable 
you may have luck with 3.1.3RevC as Tony points out , provided your network 
design is free of VLANs , QoS and LLDP. 

BootRom 4.2.1 was used for my testing purposes. 
Mixed Network of ip450 and ip650

I had a similar issue lately, due to the fact that Polycom phones 
respond with a TRYING message after 1.5 sec. 

I was using 3.1.3c firmware. 

After that I solved configuring network devices with Diffserv based QoS 
and upgrading from 3.1.3c to 3.2.2. because the 3.1.3c version has an 
issue about Diffserv. See Release Note 48996: Phone not tagging correct 
DSCP value to some packets (Trying,Ringing and OK).
