I had a similar issue lately, due to the fact that Polycom phones respond with a TRYING message after 1.5 sec. I was using 3.1.3c firmware. After that I solved configuring network devices with Diffserv based QoS and upgrading from 3.1.3c to 3.2.2. because the 3.1.3c version has an issue about Diffserv. See Release Note 48996: Phone not tagging correct DSCP value to some packets (Trying,Ringing and OK).
