What reality are you living in?

Imagine for a second you've got shop monkeys with no computer in a warehouse 
that need to forward their phone to another area, are you going to tell them to 
ask someone to log into the web interface and forward their phone for them? Not 
likely. This is one of many scenarios where phone based call forwarding is 
necessary.

To answer your question: no, phone based forwarding will not allow you to 
forward to any numbers that require a dialing permission to use. This is by 
design.
