RLS is there to reduce overall bandwidth required for dialog event subscriptions but it does pay its dues by introducing a lot of load on the application. If bandwidth is not a concern, the phones could actually monitor each other directly without passing through RLS. You can do this by setting the uri that was previously pointed to rls (starts with ~rls~~ prefix) to the uri of the phone being monitored.
