The pcap does not show much. You are not providing any detail that will allow someone to actually help you.
The cirpack needs to be an unmanaged gateway on your network UNLESS the cirpack requires authentication for outbound calls. Since the cirpack is sending to sipx on port 5080, it does not need to authenticate to sipx BUT it must be in an approved gateway list (unmanaged gateway or siptrunk, depending upoin your outgoing authentication requirements on the cirpack itself). All the pcap show is an invite from 10.3.3.10 and a UA at 10.3.3.110 requiring authentication. You really ought to describe the call flow here. I am assuming 10.3.3.10 is sipx. I assume you have a user alias of 0183820223 on the auto attendant or user you want the call to go to also. Provide some helpful information please to describe your network and components.
