11000-12998 <- This value only allows you 500 channels. RTP proxy requires two ports for each leg. The main reason I could think of why it was changed is to make sure that media relay rtp port range does not conflict with freeswitch port range.

You left out the most vital piece of information. How many calls do you have physically active in space time? Is it about a 1000?

    sipXecs changes the FreeSWITCH RTP range from its default of
    16384-32768 to 11000-12998.  Is there an underlying reason for
    this change, and are there any known issues with changing it back
    to FS defaults in /etc/sipxpbx/freeswitch/switch.conf.xml.vm?
