Have you taken a network trace of what is happening? From what you wrote previously, it appears that you have, and that when the sipXtapi UA sends a REFER to one of the other UAs, that UA responds with 603. In which case, you would expect the cons. xfer to fail, in fact, it *should* fail. You have to investigate why the other UA is not accepting the REFER.
