I don't know why the other UA is not accepting the REFER.
I tested the transfer with a commercial softphone (XpressTalk) and the
transfer completes successfully even when I see the REFER commands get
declined. This happens a couple of times and then there are a series of
INVITEs. After this the call gets transferred.
Is there any other way to transfer a call (consultative transfer)???

Have you taken a network trace of what is happening? From what you
wrote previously, it appears that you have, and that when the sipXtapi
UA sends a REFER to one of the other UAs, that UA responds with 603. In
which case, you would expect the cons. xfer to fail, in fact, it
*should* fail. You have to investigate why the other UA is not
accepting the REFER.
