The SipXPBX media server is built on top of SipXTapi. It has DTMF detection. Hence ... SipXTapi was forked to allow softphone development to push ahead (i guess?) but it has been announced on the PBX Dev list that it is to be merged back into the main-line and someone recently announced their intention to start. As I said before, the PBX media server already does everything you wanted and I know that because we did it.
