In recent version of sipXtapi you can use OpenG729 dlls under Windows for free.
But they have a strong limitations - they can't be used commercially and can
be used to decode/encode only one stream per application.

If you want, you can use G.729 reference implementation from ITU-T,
but it can be used for educational/research projects only.

For other uses you have to buy a license, as stipus already wrote.
