It has been reported to me that using the full path in Sync works fine. 
So, in your case, change the Command: line to:

/Users/fv/Library/texmf/scripts/texshop

The reason why it works on my system without this is because 
"/usr/local/bin" is in my PATH.

As Christiaan mentioned, you might also want to try:

$HOME/Library/texmf/scripts/texshop

I think that should work for you.
