Hi, Skim is exclusive for Mac and pdf. Outside this world there is open source and closed source, read Windows.
The suite OpenOffice.org has the function highlight, nodes and biblographics. The last function has not a nice gui but in FireFox is a plug-in Zotero that has the look and feel as BibDesk. And Zotero has a plug-in for OOo. Missing is handling pdf files but in the planning is that in august 2008 the new release has solved this problem. OOo has sufficient possibilities to accept Window files. Formats as .html or .rtf can by dreg and drop on the OOo-icon be opened. The only thing you have to do is to install OOo, FireFox and Zotero.
