I can understand why mf might want to see the document in its "native"  
format and in Skim--Skim's multiple find is very useful and if you're  
used to working with a large document in a particular form, change is  
inconvenient even if you can get all the paragraph numbering and  
separations so that they're easily visible.

As an alternative, how about the following? I did it in Preview, but  
it would probably also work in Skim if you used Page Setup and then  
Print.

1. In Preview, display the document and choose Print.

2. From the Paper Size popup, choose Manage Custom Sizes and define a  
new big paper size that's the same aspect ratio as 8.5x11 (or whatever  
your document is) and corresponds to the amount of enlargement you  
want. I chose 17x22 inches to double the size of the paper. Name the  
new custom paper and choose OK.

3. Back in the Print dialog make sure your new paper size is chosen,  
leave the scaling at 100%, and click the "Scale each page to fit  
paper" option toward the bottom right.

4. Under PDF choose Save as PDF...

When you open this new document in Skim, it should be scaled up  
compared to the original, including the text. If the page size isn't  
problematic you should be good to go.
