And with the old style black images the opposite happens on Leopard, where it was hard to distinguish black on a dark background. Moreover the buttons were inconsistent. I think it's much more important to improve 10.5 support than to be held back too much by supporting Tiger, especially as this change does not break anything. The old preference weren't valid anymore, as the set of available buttons has changed. This is also an important reason why it's almost impossible to keep support for the old-style toolbar buttons on Tiger, because it's not just a replacement of images.
