In case you haven't come across this...you can drag PDF files into
Preview's thumbnail sidebar to insert them into an existing PDF, you
can reorder pages in a PDF by dragging them around in the sidebar, and
you can delete pages by selecting them in the sidebar and using the
"Delete Selected Page" command from the Edit menu.
