I am not sure if this is what you are getting at---the anchored note appears in the text as a small icon, say, of a yellow sticky. You can move the anchored note around with the mouse. You can enter text into the note which appears in the notes pane, and you can get to the anchored note from the notes pane or just by scrolling through the text and finding for the icon. This is as opposed to a "text note" which is literally like a yellow sticky note stuck to the text---a big area on which you can write a note, and it will stay at the point where you wrote it, "stuck" onto the PDF itself.

I think that all the different kinds of notes appear at the page you are on; there is some default setting for its location. Christaan would be able to tell you that. AFAIK the anchored note will appear wherever you click on the page to create it. So you could go to a page you want to have the note on, click to create it, and it would stay there unless you drag it around.
