There is a skim help file, which you can get access to through the "Help" menu in skim. You can also get access to the wiki that way. I don't know if these things are accessible; but anyhow, there they are.

You need to choose the type to export to from the popup button in the Save panel, which should be Notes As Text. This particular button is provided by the system, so it should be Apple's responsibility to label it for universal access.
