PDF has a marker that notes when the output file is finished.  There's  
still a race between multiple pdflatex runs and Skim's reloading,  
though.

If at all possible, you should use a script to reload the file in Skim  
after your compile has completed, since your latex process determines  
when that should happen.  You can do this from the Terminal with  
osascript, and it will be more efficient and reliable.
