I found the problem. When Skim starts up it is in a what I am guessing is
highlight mode. Perhaps I put it in this mode accidentally and it was using
it as default from that point.
I am a new user so I didn't even know there were these modes. To get the
usual functionality I had to select the "hand" in the toolbar.
