Yes, 1.2.7 has several fixes for 10.6 compatibility and should work
fine.

Some issues appeared with the actual Skim and TextMate working on a
LaTeX document. After compiling with pdflatex, the sync sometimes
does not work properly - Skim just shows one page of 31 pages. Could
not be resolved by restarting Skim.

Have you turned off automatic reloading in the sync prefs? I seem to
remember that TextMate already reloads, and doing both won't work
properly.
Apart from that, I have never seen any reload issues myself.
