Yes, 1.2.7 has several fixes for 10.6 compatibility and should work
fine.

Some issues appeared with the actual Skim and TextMate working on a
LaTeX document. After compiling with pdflatex, the sync sometimes
does not work properly - Skim just shows one page of 31 pages.
Could not be resolved by restarting Skim.

Have you turned off automatic reloading in the sync prefs? I seem to
remember that TextMate already reloads, and doing both won't work
properly.
Apart from that, I have never seen any reload issues myself.

OK, I've seen it now and fixed it (shows how important it is to
include steps to reproduce and samples in bug report).
If you want to avoid it, try to sync as much as possible inside normal
text, and not in special blocks like formulas and commands. The
problem arises only when the synced point in the PDF happens to fall
outside the text.
Don't know when it will be available, because I'm in the middle of a
messy upgrade to 64 bits (messy because PDFKit is buggy).
