The margin is necessary to have room for the width of the line, as you can 
change that. Otherwise you'd get drawing artifacts, e.g. when you move the 
freehand note.

It's only marginally inconsistent. I think it wouldn't be nice if we would cut 
off the note while drawing, and we can't move it to fit of course. So I see no 
alternative. As for the clipping up to the page shadow, that's done by PDFKit, 
we have no control over that. The fact that it happens is another reason why we 
shouldn't try to move notes outside the page bounds. As for Preview, you're 
wrong, it's also uses PDFKit (and it does not have freehand annotations).
