There's an RFE on it, and there was a discussion essentially about this on the BibDesk users list.
The main point is that Skim on iPad would be a totally different app with almost no overlap with Skim on MacOSX, so should be developed from scratch. I'm happy to assist anyone who wants to write it with advice, but I am not going to write it (and no other current developer, which is the same).
