Thanks.  My 'plugins' list shows 'Chrome PDF Viewer' as the active PDF reader 
app.  'Disable' is not selected, and 'Always allowed' is unchecked.  ( I don't 
know what 'Always allowed' means -- is that another way of saying "this is the 
default application for PDF's" if checked?)
Yet PDF's have been opening (automatically) in Preview (i.e., neither in SKIM 
nor in Chrome's built-in reader).

I have not managed to get Chrome to use Skim in the browser.  The best I have 
been able to do is to disable the built-in PDF viewer (you do this in Chrome by 
navigating to "about:plugins").  Then Chrome will simply download the PDFs.  If 
you like living dangerously, you can tell Chrome to always open PDF files, in 
which case it will do so with Skim, provided that Skim is the default 
application with which you open PDF files.
