I can confirm that on machines where I was having this problem, if I reset
the hidden preferences, then I regain the capacity to horizontally scroll
when zoomed into the page margins.
As you say, this is a problem with Mavericks. But one that interacts with
some of these hidden preferences as my experiments show.
