b) is false. Skim doesn't use .skim files for notes, but extended attributes.
Skim can use .skim files for backups of notes in case they may get lost, such
as with Dropbox. Perhaps you can pass that on to them. And perhaps they can
figure out how to pass on extended attributes (they seem to be able to, so why
don't they do so?)
