Thank you. That was exactly what it needed.
Still missing one piece. Here’s how it’s going (pseudocode):
1: Open both PDFs.
2: Set front PDF to full-screen.
3: Wait 3 seconds.
4: “Reopen” other PDF (bringing it to the front).
5: Set new front PDF to full-screen.
I want to combine Steps 4 and 5 so we don’t see the un-maximized window that
results in Step 4.
It seems as if I want a command in Skim that will replace the current
full-screen document with another document. I’ve been through the dictionary
and other sources, and I don’t see it.

It is not clear to me what your question is. It is also not really clear to me
what you want to achieve.

Using UI scripting only works after you've activated the app, so you should
send and "activate" message to the app first.
