Only servers found within 15 hops of the "core" servers is added. I might consider increasing this, but atm the update takes nearly 20 minutes to run and servers on the "edge" could, in theory be less well-connected (although the check for number of keys would mitigate this concern, so the rationale is mostly server resources).
