Hello, Yes, you can send chat messages to offline contacts, but they will receive them when both they and you are online. At least I think it is like this. And if I'm not wrong again, the reason for the inconvenience is because Skype doesn't store our chat messages on a server - The unsend messages are stored on our own machines.
