Dear Lauren,
a few questions to try and solve your problem.
What is your Skype version?
which Windows are you using? vista, or something else?
What is your keyboard configuration? English US or something else?
Can you double check if the alt plus page up hotkey is assigned to the answer
call function and if this particular function is also checked?
Can you try and assign a different hotkey to this function and tell us what it
does?

Is that hotkey checked under tools, options, hotkeys? You have to check the
global box first.

We have been talking on the landline phones to correct the problem, so time
is not the issue. The second solution workks, but why doesn't alt-page up?

Hi.
It may be that the person has hung up before you tried to answer the call.
The other way to answer a call is Alt+C to call menu, go down once to
Answer, then press right arrow, and enter.
