Dear Lauren, a few questions to try and solve your problem. What is your Skype version? which Windows are you using? vista, or something else? What is your keyboard configuration? English US or something else? Can you double check if the alt plus page up hotkey is assigned to the answer call function and if this particular function is also checked? Can you try and assign a different hotkey to this function and tell us what it does?
