ROFL!!! May our dearly beloved (at least by me) moderator pardon me for giggling... I think you were thinking it was possible to choose a country through which to sign in maybe, but since we don't get to choose the Skype server, and the Skype network figures out your country of origin by some means internal to itself, the suggestion, "choose another country," ends up sounding like, "move out of that one." :-)
More seriously, I don't have a specific suggestion, but a ffew pointers maybe: First, if it's specific Internet Service Providers that filter Skype in your country, see if you can find one that doesn't, and get your Internet service from that. If the filtering is somehow country wide, you would have to either get Internet service from another country or get an IP address that is not from yours. Sarah is right that laws may apply adversely to either of these, and I suspect the first option would be hopelessly expensive if even possible at all. The second suggestion, getting an IP address from another country, may be possible but may also be illegal and may not actually help you anyway.
