Hi, I'm just wondering about your location. Where are you living? Are you
living in UAE? Then you're correct!
Skype is blocked in UAE by most I S Ps.
The only way is using a VPN service to connect to Skype. When I was in Iran,
I had to do that because Iran is blocking Skype. If you want more info then
