This is possible but would take some work I think. The API sends an
event once when you send a message, and another event when it is
received at the other end. What you're requesting would require
SkypeTalking to start a timer on every message you send out, to watch
for the second event, and say something eventually if that event does
not arrive. If you also want to suppress the speaking when the
message actually does get received, that would probably require a
small database of message IDs to be kept, so SkypeTalking could keep
track of which events to ignore and which to speak.
