That information was available directly before Skype 4 but not in Skype 4 or 5. It can appear as a tool tip, but tool tips are sometimes tricky to use for information, because they require mouse movement, don't always appear immediately or consistently, and can cover other parts of the screen and confuse navigation in JAWS. The only other place I know to get last-seen information is from the Skype API, but I have not found a safe and consistent way to use that directly from JAWS yet either.
