Try unchecking the boxes for allowing Skype to control the volume of the recording device.

I've had to go into the control panel and make sure that the recording volume is set to the maximum. Sometimes this will change every time I load skype. He'll be able to check the recording device volume level, because the normal device volume doesn't change, and his JAWS or other synthesizer volume will be normal.
