Yes, but thank you for that suggestion. If I hadn't done that sort of thing in the past, I surely would have made the mistake this time.
To follow up on my original warning:
I uninstalled the NTP-from-source-distribution, reinstalled the 10.1 NTP package and rebooted. It works now. Sorry to have wasted the list's time with bogus, incomplete information.
