I doubt pgadmin III works with slony 2.1 I don't know if the pgadmin 
guys have been keeping up to date with slony changes (I'm not even sure 
how well it work with slony 2.0).  I suspect this isn't a MS-Windows issue.

You shouldn't need slevent.dll anymore.  Is it pgadmin that tries to use 
it or something else?
