Slevent.dll is used by Windows Event Viewer to make it easier to read Application event logs from Slony.

I doubt pgadmin III works with slony 2.1 I don't know if the pgadmin guys have been keeping up to date with slony changes (I'm not even sure how well it work with slony 2.0).
