Some Changes

As adviced, Phing has moved 192.168.1.4 forward
to take a public IP to facilitate fail safe takeover.

And as such, any previous configuration which depends
on using 192.168.1.4 probably does not work now.
Maybe NFS, and other stuff.

One thing I expect to have a heavy impact is Elvin's
mirror, you may want to change some settings on the
server itself. Thanks
